Not ALL lipsticks that have that actually have anything in there tho. For instance, Milani’s bullet lipsticks has that look but it’s not "extra" lipstick, it is indeed just to show the shade. I tried this and it was just plastic glued on, lol. I think more higher end brands probably do this more often.
